Windows 11 encourages you to use a Microsoft account, but you can still create a fully offline Local Account. This is useful if you want more privacy, need a second user, or simply don’t want to link an email.
Here’s how to do it.
Step 1: Open the Settings App
Press Win + I.
Go to Accounts.
Select Other users.

Step 2: Start Adding a New User
Click Add account.
A Microsoft login window will appear.

Step 3: Bypass the Microsoft Account Requirement
In the popup, click I don’t have this person’s sign‑in information.
On the next screen, click Add a user without a Microsoft account.

Step 4: Create the Local Account
Enter a username.
Create a password (optional but recommended).
Click Next to finish.
